Key points
  • Licensed Michigan online sportsbooks may offer fixed-odds wagers on horse racing from Oct. 30.
  • The format locks in odds at the time of the bet, unlike pooled pari-mutuel wagering.
  • New products remain subject to the Gaming Control Board’s catalog-review process.
  • Sports-betting licensing, verification and responsible-gambling safeguards apply to the new wagers.

Michigan has added fixed-odds horse-racing wagers to the betting options available through licensed online sportsbooks, allowing customers to know their payout price when they place a bet. The change took effect Oct. 30.

The Michigan Gaming Control Board added the product to its online sports-betting catalog, permitting licensed operators to offer it on their Michigan platforms. Individual wagers and events are subject to the board’s catalog-review process, under which new leagues, events and wager types must be submitted for approval.

Fixed-odds racing differs from the traditional pari-mutuel model, in which bets are pooled and the final payout depends on how that pool is distributed. Pari-mutuel odds can therefore shift until post time; fixed-odds bets retain the price displayed when the customer makes the wager.

Henry Williams, the board’s executive director, said the measure reflected the direction of the horse-racing industry and demand from bettors for the “straightforward, locked-in odds experience” familiar from sports betting. He said the addition was intended to meet that demand while supporting a fair and well-regulated racing market.

The racing markets can appear within existing sportsbook platforms alongside wagers on other sports. Licensing requirements, age and residency verification, and responsible-gambling tools that govern Michigan sports betting also apply to the fixed-odds product.

Michigan’s Horse Racing Law of 1995 governs pari-mutuel wagering on live and simulcast races at licensed racing meetings. The new sportsbook option does not alter the distinction between pooled pari-mutuel betting and a wager whose odds are set at placement.

Fixed-odds horse-race betting has also been tested or introduced elsewhere in the United States. New Jersey became the first state to legalize it in 2022, while the format has long been used in European betting markets and by retail bookmakers.

Separately, the board has been increasing scrutiny of sports-related prediction markets, including Polymarket’s agreement to halt new Michigan sports contracts, as we reported in October.
